Inputs

Sample community facility: USD 5 million construction, 20-year horizon. Edit the example to explore your own scenario.

A private label held only in browser memory.

Optional single replacement, entered as its nominal cost in the selected year.

Construction funding

Total construction cost at Year 0. Allowed range: 0–1000000000000 USD.

Reduces the local capital requirement. Blank means zero. Allowed range: 0–1000000000000 USD.

Local cash paid at Year 0. Allowed range: 0–1000000000000 USD.

Cash plus financing must equal capital cost less external contributions. Allowed range: 0–1000000000000 USD.

Financing

Fixed annual rate with one payment at each year end; zero interest is supported. Allowed range: 0–100 %.

Whole years. Debt payments begin in Year 1 even if operations begin later. Allowed range: 1–50 years.

Operating horizon

Whole year within the horizon. Enter costs in this first operating year’s dollars. Allowed range: 1–50 year.

Whole years after construction. Outstanding debt is shown when the horizon ends before the debt term. Allowed range: 1–50 years.

Annual operating costs

Annual cost in the first operating year. Blank means zero. Allowed range: 0–1000000000000 USD.

Inflation and offsets

Applied to costs and offsets starting the year AFTER operations begin. Must be greater than −100%. Allowed range: -100–100 %.

First operating year amount; inflated at the same rate as costs. Blank means zero. Savings are assumptions, not guarantees. Allowed range: 0–1000000000000 USD.

Replacement

Nominal cost in the selected year; no additional inflation is applied. Allowed range: 0–1000000000000 USD.

Whole year from the first operating year through the horizon. Allowed range: 1–50 year.

Interpretation

Nominal local cash cost includes Year 0 cash, debt payments, recurring costs and replacement costs, less offsets within the selected horizon. Borrowed principal is repaid through debt service and is not counted twice. The debt is fully repaid within this horizon. The recurring run rate changes with entered inflation; it is not a fixed steady-state amount.

Sample community facility: funding and lifecycle timeline

Construction cost $5,000,000.00 = external funding $1,000,000.00 + local cash $1,000,000.00 + financing $3,000,000.00. Funding reconciles within half a cent; inputs are never adjusted.

Horizon total = local cash $1,000,000.00 + debt service $4,414,905.02 + gross operations $13,247,524.00 + replacements $750,000.00 − offsets $1,827,244.69 = $17,585,184.33. Full-term debt payments are $4,414,905.02.

Year 0 is construction; debt payments start in Year 1. All amounts are nominal USD. Offsets are shown as positive amounts subtracted from costs. Calculations use unrounded values.

Methodology

Funding and annual cash conventions

Year 0 is construction. Net local capital = initial cost − external contributions. Local cash + financed amount must reconcile to net local capital within half a cent; a mismatch blocks results and identifies the gap without changing inputs. External funding cannot exceed construction cost. Year 0 local cash is counted once; financed principal enters fiscal cost only as debt repayments.

Debt amortization

Debt is issued at Year 0 with fixed interest and one payment at the end of each year from Year 1 through the debt term. With principal P, annual rate r expressed as a decimal, and term n, annual payment = P × r ÷ (1 − (1 + r)⁻ⁿ). At zero interest, payment = P ÷ n. Annual interest = opening debt balance × r; principal = payment − interest. The final principal payment clears floating point residue. No interim rounding is applied. Full-term interest and debt payments are shown even when the analysis horizon ends earlier; remaining principal and annual data make that distinction visible.

Operating costs, inflation, and replacements

Annual staffing, utilities, contracts, maintenance, insurance, other costs, and offsets are entered in first-operating-year dollars. Before that year they are zero. Inflation begins the following year: each category and offset in Year y equals its entered amount × (1 + inflation ÷ 100)^(y − first operating year). Net operating tail = gross costs − offsets. The first-year and following-year recurring impacts describe the operating run rate; inflation means there is no permanently fixed steady-state amount. Offsets exceeding costs remain visible as negative operating impact, not guaranteed savings.

The optional replacement occurs once in its selected operating year, at the nominal amount entered. It is not inflated again. Annual local cash impact = construction cash + debt service + gross operations − offsets + replacement. Cumulative fiscal cost sums these cash impacts from Year 0 through the horizon. This is a nominal cash-flow estimate, not discounted present value or accrual expense.

Worked example

The sample community facility costs USD 5,000,000: USD 1,000,000 external funding, USD 1,000,000 local cash, and USD 3,000,000 financed for 20 years at 4%. Annual debt service is USD 220,745.25. Operations begin in Year 2 with USD 580,000 gross costs and USD 80,000 offsets, giving USD 500,000 net recurring impact. Year 3 net operations are USD 510,000 at 2% inflation. A nominal USD 750,000 replacement occurs in Year 15. The 20-year horizon contains 19 operating years and all 20 debt payments. Full-term interest is USD 1,414,905.02; cumulative local fiscal cost is USD 17,585,184.33, including USD 11,420,279.31 in net operations. Reset and Load sample restore every field and selection.

Supported inputs and source

Amounts are nonnegative and at most USD 1 trillion per category. Blank optional costs, external contributions, and offsets mean zero. Annual interest is 0–100%; operating inflation is greater than −100% and at most 100%. Debt term, horizon, and first operating year are whole numbers from 1 to 50. The first operating year must fall within the horizon; a replacement must fall between that year and the horizon. Displayed USD values are rounded to cents; totals use unrounded amounts.

GFOA: Multi-Year Capital Planning supports considering project funding and future operating and maintenance commitments. The simplified annual conventions and formulas used here are documented above.

Limitations

Local statutes, grant terms, borrowing authority, tax rules, procurement rules, accounting treatment, and debt structure vary by jurisdiction. This model does not determine legal affordability or approve a project. Confirm assumptions with responsible local finance officials.

Construction occurs in one modeled year; financing omits issuance costs, capitalized interest, variable rates, monthly or semiannual payments, balloon payments, refinancing, and construction draw schedules. Operations use one shared inflation rate and omit ramp-up, salvage value, discounting, contingency, and multiple replacements. An asset life entered as the horizon is a planning assumption. A short horizon excludes later costs and debt payments; remaining debt is reported. Future offsets and savings require independent validation.
